The Athena Group partnered with the Washington State Office of Financial Management (OFM) to produce a strategic, evidence-based study exploring the potential transition of multiple state housing programs into a single, consolidated Department of Housing. The study was designed to inform future legislative efforts by providing credible insights, analysis, and recommendations rooted in equity and lived experience. The approach emphasized inclusive, forward-thinking research to support those leading Washington’s response to the housing crisis.

This exploratory study used a multi-method approach to assess the feasibility of creating a centralized Department of Housing. The project included:

  • A comprehensive literature review
  • Landscape analysis of Washington’s housing systems, funding streams, and organizational dynamics
  • Key informant interviews with experts and practitioners statewide
  • Analysis of previous agency transitions

The report surfaced seven actionable recommendations, including:

  • Establishing a Subcabinet on Housing Outcomes to align efforts across systems
  • Developing a program decision matrix to support leaders in determining how existing programs could transition into a centralized department

The study emphasizes equity, practical guidance, and governance readiness, offering Washington leaders a foundational tool for shaping future housing strategies.
