Michael Jacobson is an award-winning public sector leader with 20+ years of experience in strategy, performance management, and organizational transformation. Proven track record of building systems that drive transparency, accountability, and trust in government. Recognized nationally for pioneering performance frameworks, equity-centered management practices, and enterprise-wide planning systems. He is passionate about using data, community voice, and inclusive leadership to improve outcomes for all residents.

During his tenure at King County, Michael designed and institutionalized core elements of the County’s performance management system, including its first countywide strategic plan, public performance reporting platform, countywide employee survey, and Executive performance review process. He also played a central role in shaping the County’s equity and social justice agenda—sponsoring the foundational Determinants of Equity report, contributing to the Equity and Social Justice Strategic Plan, and championing the integration of equity analysis and measurement into everyday management practices.

From 2020 to 2021, he served in King County’s Public Health department as part of the COVID‑19 response, supporting equitable community engagement and overseeing CARES Act investments in digital equity, economic development, and arts and culture. From 2021 to 2025, he managed more than $120 million in American Rescue Plan funding, directing resources toward equitable economic recovery and launching a program that provided jobs and housing for people experiencing homelessness. He also led the County’s Criminal Legal System Strategy and Policy Team, advancing systemic reforms across the carceral system.

Mr. Jacobson serves on the American Society for Public Administration’s H. George Frederickson Center for Social Equity, and previously on the Center for Performance and Accountability. Elected a Fellow of the National Academy of Public Administration in 2019, he has been an active advocate for diversifying the Academy’s fellowship and currently chairs NAPA’s Standing Panel on Social Equity in Governance.
