Amber Siefer

Amber Siefer, MPA, is an applied researcher and community development professional with more than a decade of experience in senior management consulting, project management, and interdisciplinary research. She specializes in designing and leading participatory research, evaluations, and studies that address pressing public policy issues in partnership with organizations that serve the public.

Amber's expertise spans policy, program, and organizational analyses to meet the needs of clients and communities. Throughout her career, she has convened and supported diverse groups of stakeholders—including executive leaders, policymakers, administrators, advocates, service providers, local governments, and community members—to shape inquiry, interpretation and cultivate capacity for change. Her work has explored issues of statewide significance ranging from holistic economic development, transitioning public housing systems, barriers to siting community-based behavioral health facilities, the needs of workers who operate as independent contractors, and program solutions that improve financial literacy and long-term savings.

Known for translating research into practical deliverables, Amber has authored executive and legislative reports and technical assistance toolkits that provide clear, evidence-based recommendations grounded in disciplined analysis and shared meaning-making. She is passionate about supporting organizations to create lasting public value by grounding research in relational engagement to ask the right questions, measure what matters, and meet the moment.
